Before you proceed, it is worth taking two minutes to understand what this documentation covers and what it does not, because this is one of the most consistently misunderstood areas in the fragrance industry.
What Perfumedom provides
As a raw material supplier, we issue regulatory documentation that covers our products as supplied. For each fragrance oil, this means:
- A Safety Data Sheet (SDS), issued under REACH, covering hazard communication for the neat oil
- An IFRA compliance certificate, confirming usage limits across product categories under the current IFRA Amendment
- An Allergen Declaration, covering fragrance allergens subject to mandatory disclosure under Delegated Regulation (EU) 2023/1545
- A Certificate of Analysis (CoA), available upon request, confirming physical and chemical batch parameters
These documents describe the raw material. They are issued for the ingredient, not for any finished product you manufacture using it.
What falls outside the supplier’s scope
Documentation that relates to your finished product is your responsibility as the manufacturer or Responsible Person. This includes the Cosmetic Product Safety Report (CPSR), the CLP classification of your formulation, UFI registration, PCN notification, and finished product labelling compliance.
This distinction is not specific to Perfumedom. It reflects the regulatory structure that applies across the fragrance industry: the person who places the finished product on the market carries the finished product obligations.
